What soap or cream should i use?

well im light skinned nd i only get tanned at one spot nd thats around the neck..it looks very bad nd i was wondering if theres any kind of effective fairness or whitting ccream i could use to even my tone,,not thats im racist nd hate getting dark its that i usally get sunburned nd i only tan round my neckk nd i hate the diffrenet skin shades on my neckk..please HELPPP
