If a request is sent and its pending for awhile what does that mean?

i sent a request its been pending for a couple of weeks if he or she doesn't answer my request will it keep saying pending the person has been online on my address book and can he still get my ims and can he send ims if been deleted before i sent a request can he get emails asking to let me add her or him back
