Uh oh.. Is this pay pal only?

You can pay into someone's Paypal account using your credit card, even if you don't have a Paypal account of your own. That's probably where the link you posted leads you -- to the place on Paypal where you enter your credit card information. (That link didn't work for me, so I can't say for sure.)
