How do I turn off Enhanced Intel SpeedStep® Technology (EIST)?

My processor Intel® Core™2 Quad Processor Q8200 (4M Cache, 2.33 GHz, 1333 MHz FSB) is running at only 2.0 ghz and I want it to run at full speed 2.33 ghz. Can somebody show me how to turn off the EIST and SHOW me how to check the processor's current speed. I check on CPU-Z and it said my processor is running at 2.0 ghz but I think it might be lying but I'm not sure. Please help!! I tried to turn the EIST off but I cant figure it out.
