If you are taking a noisy dump and there are people outside of the bathroom, do you turn the water on?

For example, if you are farting a lot while on the toilet, or are sick. Do you turn on the water or flush the toilet to block out the farting, or do you just let them rip. Are the cirstances different in a public restroom?
