I deleted 2 users from my computer but i did not know there was pictures i wanted there can i get them back?

I deleted 2 users from my computer but i did not know there was pictures in them they got deleted as well and i did not save the files when i deleted is there any way i can get those pictures back i did a system restore to before i deleted it and got my users back but the pictures are still gone I have also downloaded a few freeware programs and none came up with the pictures it would also help if i did not have to buy anything
